Firstly, I see that you are ranked as a Student at the moment. That means that you are unable to make the solution public; when you get to Apprentice you will be able to do that (as a matter of interest I just looked up the ranks this morning because I wondered why someone else had not posted their solution).

Secondly, any of the scholars, if alert to the fact, is able to post a solution. It is, you would appreciate, not an automatic thing. I'll attend to those for you.
