What two words, formed from different arrangements of the same six letters, can be used to complete the sentence below?

"Judging from its climate records, Murmansk may be one of the ------ ------ in the world."

Murmansk is a city, so the last word could be CITIES or PLACES.
The previous word looks like an adjective, ending in ER or EST.

If we pick CITIES we get the needed EST ending, and it's easy to arrange the remaining letters to form ICIEST.

So, ICIEST and CITIES are the missing words.
