This is an extremely clever cryptography puzzle. The punctuations seemed to be in the oddest places, and I knew this was the key. I started by looking for letters on either sides of the semicolons & commas. But nothing was making sense.
But then, I included spaces and other punctuations as well…. And BINGO !!!
The trick is to take the characters 3 spaces to the left of a semicolon and 3 spaces right of a comma. It then reads out:
