All vowels as shown, 21 missing consonants:

6xT; 4xL; 3xR; 3xS; 2xV; B, H, N.

I think it's:

IT IS BETTER TO LOSE A LOVER THAN TO LOVE A LOSER

but I suppose some might argue it should be:

IT IS BETTER TO LOVE A LOSER THAN TO LOSE A LOVER
