The cipher text given below, when deciphered, is part of a famous poem by a renowned poet. Decipher the following passage and identify the poem and its author.

Writing the first line and the second line in reverse, we have:

"qbmu hsuuha uxqr zv eskae xe oam obxea
 xe fxprumsr-zpshu qsub gamdalph dsumyah"

Decrypting this cipher text we obtain:

"what little town by river or sea shore
 or mountain-built with peaceful citadel"

The above-mentioned two lines constitute part of "Ode on a Grecian Urn", a famous poem written by the renowned English poet John Keats.
