I'm not sure if I found your error:
You stopped at

If y=5 then x=1 yields 45/15 = 3.  n=15, m=105 is a solution with 105/15 = 10-3.

but also you'd need

If y=5 then x=4 yields 405/45 = 9.  n=45, m=405 is a solution with 405/45 = 10-1

I got lucky by searching by what you called m, so I didn't miss this solution.
