Place 18 1x1x5 sticks in a 5x5x5 cube so that it is not possible to place a 19th stick in the cube.

A question came up when this was in the queue. What size is the 19th stick? We decided that without further info that it was to be another 1x1x5. A bad assumption on my part but a reminder to check on your problem in case there are questions. I didn't see how simple it was until this went live and I tried it.
As for your corrected problem...

There are several ways to exclude a short stick using 19 longs sticks. They are a bit wasteful because they fill the corners of the cube. To use only 18, use 6 in each of the cardinal directions. Seen head on they look like:

.....
.X.X.
.....
.X.X.
The horizontal gaps have two of another direction's sticks.
The next layer down has three sticks going the other way.
