What do these letters have in common?

C, O, (P), S, (U), V, W, X, Z

The parentheses are similar to the phrasing "and sometimes", or depending on how you consider it.

All look the same whether upper or lower case.

P is parenthesized as its lower-case form has a descender, though the shape is the same.

U is parenthesized as the serifs would be different in a seriffed font, and sometimes includes a serif of sorts even in a sans-serif font.
