The above phrase was used twice in a certain public speech
delivered by a well-known U.S. politician.

When, where and by whom was the speech made?

Decode the phrase and comment about it and about the ambiguity allegedly attributed to it.

I'm not sure why but I just saw it quickly.  Possibly the "alleged ambiguity" helped because I started thinking of quotes that were somehow incorrect.  


I was so sure I had found it, despite the initial error when it was in the queue, that I really enjoyed reading about it.  I never knew it was an urban legend.
