(b). There are 252 possible ways to divide (0,1,2,...,9) into two disjoint subsets: Set 1: A,B,C,D,E and Set 2: K,L,M,N,P.
(c). Since B will be interchangeable with C and L with N, there exist 4 choices of solutions that comply with (a).

List all four.

must have the same meaning.

I find it easier to solve the cryptogram first.

Both FALLBACK PLAN & BACKUP PLAN have the same meaning.

That makes ABCKLNP = 8732654

Then 87 + 3 = DE
        26 + M5 = 4M
        8 + D = 17

Then DE = 90 and M = 1

So 0123456789 = EMKCPNLBAD
