I think everyone goes through this crisis when thinking about probability in non-discrete spaces. You are right, for discussing probabilities over a line or plane, we definitely don't want to use ratios of "set counts" as our measure. We want to use some sort of accumulated measure, like length, area, etc. And then your mind hurts a while as you think about why this makes sense ...
