There are 2 policemen parked along a one-way street looking for traffic violations. They spot a taxi driver going in the wrong direction, yet they do nothing. Why?

1: they could be on a one way street high above the city, like a one way road up a mountain or something, and they can tell the car down in the valley-area is a taxi due to the taxi light on the top, but are powerless to stop it.

2: the one way street goes into a neighboring town, where they don't have jurisdiction, and the taxi has just crossed over the town line.
