ICIEST CITIES is the answer, but I thought I'd point out, just for fun, that the definition actually says that it has an ice-free port. No point to my comment though. lol Just wanted to add that.

MURMANSK: A city of northwest Russia on the northern Kola Peninsula on an inlet of the Barents Sea. A major ice-free port, it was the terminus of an important supply line to the USSR in World Wars I and II. Population: 453,590.
