Perhaps the base most people use for numbers is something other than "10". 
Other possiblities:  a database; a spreadsheet; a computer

If it's the spreadsheet (one of the ideas I had earlier), then again maybe the letter number combination has something to do with rows and columns in a spreadsheet.

American place value?   could this be longitude and latitude?  GPS?
