If indeed each four letters represents one letter and the spaces represent word breaks, then the lengths of the plaintext words would be:

1  2  6  2  5  3  2  1  5.  4  2  1  2  7?

In fact, throwing away 3 letters and taking the 4th repeatedly gives us

Is there more to this? ... meaning also to be found in the first three letters?  And the seemingly random capitalization?
