Easy... 10!  ...Well, in binary.  Half that is 01.

I would have thought this a trivial solution, until seeing that no base 10 number works.

If you're picky about the 0 on 01, then maybe 2101 (64 in base 10) would work in base 3, though I'm not sure it's the lowest if all base numbers are allowed.
