Realizing that "Twenty-one" and "Twenty-three" are written here as 'Twenty one" and "Twenty three", which resolves the "EFTOE" as "Eight, Fifteen, Twenty, One, Eighteen" and "TTFEFN" as "Twenty Three, Fifteen, Eighteen, Four, Nine" where the letters are taken after each word, rather than the first of each number.
