Crack the code to reveal the quote

2,4,25,18,16,20 / 3,12 / 1,5 / 10,23,19 / 18,11,16 / 25,15 / 2,15,11 / 7,9,11,17,13,4,4,16.

Start with a standard alpha-numeric code, A=1, B=2, etc, this code changes with every letter, but it is progressive. For the second letter the code is B=1, C=2 etc, and so on. When a letter is =1, on the next cycle the same letter will =26.

from this we can crack the code to "Beauty is in the eye of the beholder"
