The easiest solution I see is to notice that every odd number to an exponent divisible by 4 will end in 1, because every 4 terms must repeat, and since any number to the 0 ends in 1, such must the others. So then it's just 7 * 9 ends in 3.

I think we all have different definitions of simplest :)
