There is a cone whose radius is equal to its height. The numerical surface area is equal to the numerical volume. Find the exact radius and volume of the cone.

Doesn't seem like Dr. Math makes any such claim from the link you gave.  I would agree that there is no reason to leave the base out of the surface area computation.
