If a 7-11 store is open 24 hours a day, 7 days a week, 365 days a year, then why are there locks on the doors?

Are 7-11's franchise businesses or part of a massive chain? 

Either way, should the particular business become untenable and need to be sold off, the building needs to be:
a. made secure in its shutdown
b. be in ready condition for a new owner.
