First stab at it | Comment 1 of 8

Since the relationships all have the tilde character, which I assume means "approximately equals", there may be several right answers.  I assumed from the title, that the numbers are in different bases.

For example if the first column is in base 8 (which works for A through D, but not E) and the second column is in base 13, we get:

A)2954 ~ 2969  0.5% off
B)2479 ~ 2548  2.8% off
C)2262 ~ 2301  1.7% off
D)1340 ~ 1253  6.5% off
E)1025 not~ 1229  20% off, and 1781 can't be in base 8

But I doubt this is the correct answer.  Perhaps each column of DIGITS is a different base, for example the "thousands" column may be base 6, the "hundreds" column base 8 etc.

Looking forward to how this one plays out.
