There is a pattern to the following picture. Determine the pattern and then fill in what is missing from the light blue square.

I started by typing all the symbols in a spreadsheet, then changing them to numbers (which didn't really help).
Next step was to change the cell color according to the cell value to help seeing a pattern.  This really helps.
It seems as the symbols come in groups with the & in groups of 2, the $ in 3, the £ in 4, the € in 3.  The @ are still a mystery, though they lmay be a sort of wildcard.

If the above is true, then the following is the result:
