Nine pennies are arranged in the pattern below.

 O O O
O O O

nearby pennies touching. By the fewest number of legal moves, transform the pattern into the pattern

   O
  O O
 O   O
O O O O

nearby pennies touching. A legal move consists of sliding a penny, not picking up a penny, without disturbing the other pennies, to a new position touching at least two pennies.

Ok in the first sequence the pennies are

  123

 456

789

in the second sequence they are

   a

  bc

 d  e

 fghi

You move #3 to I; #6 to A and #5 to e. 

In each move they are slid and touch two pennies, the only problem is after move 2, penny I is not touching 2 pennies.  So, you could go #6 to A, #5 to E and #3 to I.  I am just wondering if #6 to A is a legal move.  It isn't all that clear.
