Well, I just came back from my vacation in Japan.  This riddle reminds me of my vacation... though maybe I'm just jet-lagged.

A naughty tongue: the A-bomb
SUN: the Rising Sun
2 birds: Hiroshima and Nagasaki
brought down 1: Hiroshima was arguably hurt much worse than Nagasaki
"the secret...": I'm not too sure about this... it sounds pretty abstract, such that no matter what my answer was, I'd be able to find a way for it to fit.  My guess is that it means "curiosity killed the cat."  The secret is the A-bomb, and symbolically other destructive technology too, and it brings someone low, in this case, Japan.

I didn't pay enough attention in history class or at the museums, but this sounds about right.

Hey!  I just solved a riddle!  Wow!
