I finally absorbed all the hints and solved it.  I don't that I would have gotten here without them.  I must say I am in awe of Leming.

Interesting cipher.   Between letter spacing and sign, it is a bit of work decoding, as stated in the problem.  I can think of a few modifications that might prove interesting...
