The sum of the digits of the 12 highest-scoring 4-digit numbers is 323. But that's impossible to get, because the numbers cross, and where they cross that digit counts only once--not once for each of the two numbers crossing.  The total of the lowest digits in each of the 12 highest-scoring numbers is 46, bringing the maximum possible theoretic score down to 277.  It needs to be reduced further due to the fact that some numbers have two crossing points--there are 14 crossing points rather than 12.  Then the practicality arises of actually fitting the numbers together, so that even that theoretic maximum might not be achievable, especially considering that it might not always be the lowest digit in a number forced into a crossing point.
