What is the shortest game of chess which ends in checkmate with neither player moving a pawn forward? Pawns may be captured.

Your basic assumption is wrong:
the shortest mate may be accomplished by a queen,protected by her knight,
if the cooperative partner will capture the pawn to let the queen out.
I am too lazy to find out whether in the shortest sequence
white or black will win.
Go figure......
