Scott, you make a logic error yourself when you make this assertion:
"I turn to #9. The next possible question is #10, which answer is A, which means that #9 MUST also be A."
Hardly. What #9 means is this:
If and only if the next question with answer E is #14, then #9 COULD be E, if and only if the next question with answer D is #13, then #9 COULD be D, if and only if the next question with answer C is #12, then #9 COULD be C, if and only if the next question with answer B is #11, then #9 COULD be B, if and only if the next question with answer A is #10, then #9 COULD be A.
We can only arrive at the correct solution to #9 from the process of elimination of all other possibilities through investigating other clues. All you have shown is that #9 is not A (and neither is #13).
#9 can be D if and only if #10, #11, #12 are not D and #13 is D. But it does not necessarily mean #9 is D. It requires further investigation.
