It appears you are on the right track, but not quite into the station. Based on your idea, though, I have come up with the following solution.

According to the internet, the winners of the World Cup have been Brazil(5 times), Germany (3 times), Italy (3 times), Argentina (twice), Uruguay (twice), and England and France (each once). For those that are tied for number of wins, the one that won most recently is listed first in the given list, so the list should be completed with Paris and then London.
