France was the more recent winner (as opposed to England), as was Germany (as opposed to Italy), and Argentina (as opposed to Uruguay).  In a tie for number of wins, the most recent winner comes first in the original list and so then should the additional ones follow the same rule, in my opinion.

However, I must admit that I didn't really read your comment very well -- I was so put off by the Canberra thing that I missed the solution you gave.  Your solution is valid, but you did need to explain your ordering rule, as a sequence must have an order.
