Chuck can barely defeat, by himself alone, Sylvester and Steven together.

Sylvester and Chuck are a perfect match for Arnold and Steven.

But if Chuck and Arnold exchange places, Sylvester and Arnold together can decisively beat Chuck and Steven.

Who is stronger, who is weaker?

Chuck is stronger than Sylvester or Steven (given)
If Chuck is strongest of all then not only must Sylvester be the weakest (to ensure the perfect match) but Chuck couldn't be beaten paired with anyone.
But he is. So Arnold is the strongest and Steven the weakest.
Arnold - Chuck - Sylvester - Steven
