The famous saying, 'expect the unexpected' is well known. However, can it be true?

I concur with your logic but not the conclusion.

To reword the phrase: "expect that something you cannot predict will occur".  This does not say "predict that something you cannot predict will occur".

I conclude that you can expect the unknown but not predict the unknown.
