The famous saying, 'expect the unexpected' is well known. However, can it be true?

I always expect the unexpected, because it has been my experience that unexpected things happen all the time.  In light of this, the phrase is a reminder of self evident.  Kind of like 'Today is the first day of the rest of your life.' 

Who would not expect the unexpected?  Someone very foolish or someone who doesn't care what happens.  Also an omnipresent entity for whom nothing unexpected can possibly happen.
