The famous saying, 'expect the unexpected' is well known. However, can it be true?

Eh, certainly-  the saying never states who is doing the expecting, or when.  A phrase like that would usually be used to mean something like "expect that which is unexpected by others" or "expect that which would otherwise be unexpected".
