To which Biblical figure does this encoded passage refer, and how does the code itself illustrate the sentence?

Ugd uc00 s000uwba 000absva cdi.

Hint #1: The zeros are zeros, not capital o’s.
Hint #2: In the first word only, “u” denotes “t”

"Ugd" = "The" is correct.  Consider the relationship between each letter of the ciphertext to the corresponding letter in the plaintext solution.  Now apply the method used on this "first" word to the "second" word, keeping in mind that this is the "second" word.
