The answer is: A plumb line. Congrats to Chris for being the first one with the correct answer. A plumb line is a string with a "little weight" at the end used for construction as it will always be perfectly vertical when stable. It covers nothing much, except maybe a few photons, being only a string, it expects no answer since it's inanimate. It fires no weapons of war as it is used for construction and not for people to happily drive ourselves to extinction. It makes no tune (duh) and patches no hole whatsoever.
