Which of the two following statements is True and which is False ?

The next statement is "False".
The previous statement is "True".

The quotation marks make the difference.

The first statement says that the next statement (the second one) is "False", but it is not "False". It is "The previous statement is "True"." Therefore the first statement is false, since the second statement is not what it says that it is.

Similarly, the first statement is not "True", but it is "The next statement is "False", therefore the second statement (which refers to the previous statement, the first one), is also false.

Both statements are False (Neither statement is "True" or "False").
