The second turtle said: "I've got 1 turtle behind me and 1 turtle in front of me." but the last turtle surprised the other two and said, "I've got 2 turtles behind me and 2 turtles in front of me."

How is that possible?

The turtles are slow walkers, but even slower talkers ...
Lets name the turtles A, B ad C.
All turtles are looking towards the right.
At first the position is thus:

C B A
both A and B now make their statements. After this, turtle C starts walking towards the right and takes first position:
B A C
now he starts talking, but when he starts the other turtles start walking, so that mid-sentence, they have overtaken him:
