Can M+N be equal to 99.....9, where the digit 9 is repeated precisely 2007 times?

Not sure what a "positive decimal whole number" is.  The word "decimal" had me thinking of the following solution:

454.5 + 544.5 = 999

45454.5 + 54544.5 = 99999

4545...45454.5 + 5454...54544.5 = 9999...99999 (odd # of 9s)
