One may claim, in regard to character glyphs, the comma, as the thousands separator, is the smallest part of "1,000".

One may claim the part of numerical representational value that is the smallest is any of the zero digits of "1,000".

One may claim the smallest part of "1,000" written in word units, i.e, "one thousand", "one" is smaller than "thousand".

One may claim, graphically, the pixel is the smallest part.
