Smallest refers to the sum of the numbers in the set.

Starting with Harry's

5, 6, 7, 8, 9, 19, 28, 29, 37, 38, 39, 45, 48, 49, 57, 58, 59, 66, 67, 68, 69, 77, 79, 84, 89

for a total of 1140.

a) Turn 77 and 84 into 47 and 78, for an improvement of 36.
This makes the list 

5, 6, 7, 8, 9, 19, 28, 29, 37, 38, 39, 45, 47, 48, 49, 57, 58, 59, 66, 67, 68, 69, 78, 79, 89

b) Turn 45 and 66 into 46 and 56, for am improvement of 9.
This makes the list 

5, 6, 7, 8, 9, 19, 28, 29, 37, 38, 39, 46, 47, 48, 49, 56, 57, 58, 59, 67, 68, 69, 78, 79, 89

for a total of 1095.

I don't see any obvious improvements, so I guess this is it.
