Is the following sentence technically true or false?
The sun will rise tomorrow morning.

The truth or falsity would be like that of the gambler who says that the dice will roll a 7. If they actually do, then at the time the statement was made was it already true? Of course the probability of the sun's rising tomorrow is much, much greater, but it still is not history yet, nor is it totally, totally certain.
