Broll, I am having difficulty with your layout and notation. 
Have I interpreted that correctly?

/       \       /       \       /       \      /       \
\ 0,3 /        \ 1,3 /       \ 2,3 /      \  3,3 /
/       \  0,1 /       \ 1,1 /       \ 2,1/        \
\ 0,0 /        \ 1,0 /       \ 2,0 /      \ 3,0  /  

It looks then the first offering begins something like:
                                      
                       /G3\
       /F3 \    /J4 \    /I5\
            /H2\    /A3 \   /  etc



It would seem that I was not completely clear that all red segments on each tile had to be part of the continuous loop.

I notice too that the orientation of some tiles is that of the initial state, ie, G3 is effectively G0 and L2 is L0 (H0 and H3 would also be the same).
