Given this 3 x 3 matrix:
define a simple procedure with the minimal number of operations resulting in the value of 682.

Add numerals 1, 2 and 3 above each of the columns and at the left of each row.
Multiply the pairings as they pertain to the cells. Use these as indices for the 2's. Sum all 9 values.
       1   2   3  
   1 | 1   2   3        21+2*22+2*23+24+2*26+29
   2 | 2   4   6      = 21+23+25+27+29
   3 | 3   6   9      = 2 + 8 + 32 + 128 + 512
                      = 682
