John Vignetti cheated on a test by not looking at the answers. If he had looked at the answers, then he would not have been cheating. How?

Some 15 years ago teachers in Australia recognised dangers that certain standardised testing could to "League tables" of schools. Yes, there has been minimal misbehaviours in admin of such tests (including some teachers prompting children - hey! Gotta let the kid maintain a good "self-image"!) Unfortunately Teacher Unions lost out. How the H$#& can one legitimately rate a teacher/school/child against how an examinee performs on day "x"? Yes, I know, the tests are often more about shuffling budgets rather than addressing Socio-Economic needs so as to address underlying problems. (I'll get off my soap-box and go back into retirement).
