John Vignetti cheated on a test by not looking at the answers. If he had looked at the answers, then he would not have been cheating. How?
Like brianjn said, the `answers` were there (possibly in multiple choice format). However, instead of looking at the answers and decide on one, he cheated by looking at what the students (or generic test takers) around him were writing down.
This is a very generic form of cheating.
Generic teacher: "Now kids, keep your eyes on your own papers!"

I have a feeling this will be incorrect. If it is, Math Man, would you be willing to specify if he is:
a) cheating
by not looking at the answers; or
b) what he is doing to cheat involves him not looking at the answers.
