This puzzle is a variation of Men of Smallvile. The difference is that Smallvile (also spelled Smallville in the problem text) has only a townsize population of 1003 males. Funkytown could be a large metropolis with a current maximum population count of 483,207.
483,207 is the largest number of inhabitants given the three conditions.
