In a certain country, it takes a minimum of exactly 5 coins to make 13 cents, and a minimum of exactly 4 coins to make 14 cents.

But you can make 13 cents with 3 pennies and a dime (1+1+1+10), which is only four coins. And 14 cents takes a minimum of 5 coins: 4 pennies and a dime (1+1+1+1+10).
