N(l) is the number of letters in each of the 12 zodiac signs:

Aries - 5
Taurus - 6
Gemini - 6
Cancer - 6
Leo - 3
Virgo - 5
Libra - 5
Scorpio - 7
Sagittarius - 11
Capricorn - 9
Aquarius - 8
Pisces - 6

Not sure what N(c) is yet, though.
